Do you want to work on a high-rise project comprising two 30+ story towers which will be the tallest in the city of Amsterdam? For this exciting project we are hiring a Lead Cost Manager! One tower will be residential and the other will be a 4-star hotel together with a plinth area that will comprise of a significant conference center and car parking.

Wat ga je doen? technische vacature Lead Cost Manager

As a Lead Cost Manager you are required to support the Commercial Manager with the project cost control, evaluation of executed works, checks and approvals of Contractor’s invoices, change management and relevant reporting as well as with cost control reviews during the construction. You also develop cost management standards, systems and procedures for the projects and expanding the services of cost management.

Your responsibilities are: 

  • Budget cost monitoring and control;
  • Cost reviews and assessment of project costs trends, corrective actions;
  • Value engineering activities Prepared for the Client;
  • Cost advisory services aimed at keeping costs within the budget;
  • Value / Cost advice, Variations process coordination;
  • General Contractor payment schedule;
  • Invoices interim Payment certificates;
  • Value / Cost advice, Variations process coordination;
  • Client’s changes evaluation;
  • Change order management;
  • Contra charges;
  • Attend regular Cost meetings;
  • Produce monthly Cost Reports;
  • Settlement of final accounts

Pre-Contract

  • Assisting with the Preparation of the Budget for construction and all associated costs;
  • Assisting with the Issuance of Tender addendums to all Contractors;
  • Following up on requests for information (RFI’s) from the Design Manager;
  • Respond to Queries from Contractors;
  • Taking part in bid openings, bid presentations and prepare bid report(s);
  • Manage and evaluate all Value Engineering proposals and prepare reports;
  • Comment on the terms and conditions of the contract for the Main and Sub-Contract packages;
  • Assist client with strategy and negotiations with preferred Contractor to award contract, as required;
  • Assist with the Preparation of the Final Contract documents for client / client’s lawyer review and execution;
  • Assist with preparation of the Commercial Department procedures and work instruction’s (as necessary).

Post-Contract

  • Assist with reviewing / approving proposed tender lists, PQQ for suppliers/subcontractors/sub-consultants;
  • Review tenders from suppliers/subcontractors/sub-consultants;
  • Make report and recommendations on award of suppliers/subcontractors/sub-consultants;
  • Analysis of valuations;
  • Manage material reconciliation process;
  • Manage BOQ /Bulk Quantities production;
  • Value NCR deductions / withholds;
  • Analyse and Process Claims;
  • Process Counterclaims and Contra-charges;
  • Review, assess and comment on Claims for Extension of Time;
  • Commenting on the Cash Flow proposals for the Main and Sub-Contractors;
  • Agree / Monitor / Revise Cash Flow forecasts with contractor / supply chain;
  • Review all Correspondence / Transmittals / Submittals and assist with appropriate responses;
  • Process Engineer’s Instructions;
  • Assist with the Preparation of Engineer’s Instructions and Variations;
  • Assist with the Preparation of Change Orders for approval by the Client;
  • Commenting on and evaluating the Final Account Submissions from the Main Contractor and Sub-Contractors;
  • Cost reporting to the Senior Contracts Manager (Acting Commercial Manager) for onward transmission to the Project Director and to the Client;
  • Carrying out audits on Sub-contractors and suppliers as and when required;
  • Carry out any other duties as may be assigned.

Deliverables

  • Updating the Change Order register;
  • Assist with the Preparation of the Project Budget;
  • Prepare the Cost Plan;
  • Assist with maintaining the Cash Flow Forecast;
  • Maintain a list of current reputable Sub-Contractor’s and Suppliers;
  • Set out a list of Sub-Contract packages required;
  • Assist with the Preparation of the Main and Sub-Contract Tender Documents;
  • Record delays to and provision of additional services;
  • Prepare claims where required;
  • Review design information prior to release and prepare change order if time or cost implications are identified;
  • Review all Correspondence / Transmittals / Submittals and assist with appropriate responses;
  • Compile Monthly Valuations and Supporting Documents;
  • Assist with the Submittal of information for monthly report;
  • Assist with the Preparation of the Final account;
  • Assist with the Preparation of the audit reports where required;
  • Prepare other reports as may be assigned.


Wat verwachten wij van jou? technische vacature Lead Cost Manager

  • Dutch market knowledge;
  • Fluent in English, Dutch speaking (preferable);
  • Degree in Quantity Surveying;
  • Experience of working on a similar position for a minimum 8 years;
  • Experience in estimation for MEP and Non-MEP disciplines;
  • Membership of the Royal Institution of Chartered Surveyors (preferable);
  • Ability to work under pressure;
  • Ability to work as a team;
  • Customer focus (both internal and external);
  • Effective communication;
  • Advanced PC user (MS Word, Excel, Power Point, Outlook Express, MS Project, Internet).

As a Lead Cost Manager your prime role is to support the project with the description above. As the Project Management Business grows in the Netherlands there is a long term opportunity to help develop multidisciplinary projects supported by established design teams and Technical Due Diligence in the EMEA region.

Wat kun je van ons verwachten? technische vacature Lead Cost Manager

  • An indefinite contract, directly at start;
  • Gross salary between 80K and 90K annually;
